CC Power explores new transmission and distribution engagement strategies
Responses due due August 22, 2025
July 28, 2025 – California Community Power (“CC Power”), a joint powers authority representing nine community choice aggregators (“CCAs”) serving over 2.7 million customers and 30,000 GWh annually across California, today issued a Request for Proposals (“RFP”) for consulting services to deliver a report and educational training relating to strategic opportunities for CC Power and its members’ involvement in the transmission and distribution grid and its related regulatory and market processes.
CC Power and its members wish to be better educated on how to assess strategies relating to the transmission and distribution grid, such as:
• Strategic selection of generation or storage assets based upon transmission constraints, planned upgrades, or other considerations;
• Transmission rights procurement, wheeling, and cost exposure considerations;
• Transmission policy, market design, and regulatory engagement strategies;
• Transmission ownership and investment strategies; and
• Market strategy and portfolio optimization activities.
Following this initial education phase, CC Power anticipates following up with a deeper dive into specific strategies that it would like to explore in more detail for implementation, which will be solicited for in a subsequent RFP.
Key Dates and Submission Guidelines
• RFP Release: July 28, 2025
• Submittal Deadline: August 22, 2025 (11:59 PM Pacific Time)
• Target Shortlist Notification: August 29, 2025
• Target Notice of Award: September 12, 2025
