CC Power Signs 3 GEODE Agreements to Incentivize California Geothermal Development

Agency signs innovative, early-stage agreements with portfolio of geothermal developers to bring incremental geothermal capacity to California

Sacramento, CA, April 13, 2026 – California Community Power (CC Power) has executed Geothermal Exploration, Offtake and Development Engagement (GEODE) Agreements with three geothermal developers to encourage and support clean, firm geothermal generation capacity development in California. Atlantica, XGS, and Zanskar represent a new wave of geothermal exploration and development companies utilizing innovative approaches to locate undiscovered geothermal production sites and to deploy new water-saving, closed loop technologies to extract previously untapped geothermal energy potential.

 

Through the GEODE Agreements, CC Power and each developer will work in good faith to mature commercial relationships, track project development milestones, and work toward negotiating long-term power purchase agreements.

 

The three engagements reflect a diverse and complementary range of geothermal approaches.

About the Geothermal Developers

Atlantica is advancing the proposed Obsidian Geothermal project adjacent to its Coso project in Inyo County, California, leveraging its world-class, high-heat geothermal resource potential and advanced closed-loop system designs.

Zanskar will utilize its market-leading prospecting toolkit and AI platform to identify and pursue and develop undiscovered greenfield geothermal projects within the CAISO balancing authority area for CC Power’s procurement.

XGS Energy is deploying its next-generation geothermal system, which enhances closed-loop designs to increase heat capture and unlock new resource areas across California.
